That happened when TRON coin was mooning that attracted many new users to join on Binance as they have listed the coin. The registration paused message upset many new users, but we have some good news for you.
Binance Launchpad now allows new user registration. It is a launchpad news area of Binance.com, users can now register via this as this is hosted on their other web server. Many users got depressed and started tweeting the Binance asking when they will allow new users to register.
